About the worst scaling technique I've ever seen but I guess it's working. Tenderize and beat the shit out your fish meat while doing it by beating the scales off it with the blunt edge of your clever.
Edit: GEEEZUS, meats half blood shot, had the shit beat out of it. Knife he's hacking at it (filleting) with is about as sharp as a dull steak knife. This is how NOT to butcher a fish.

I noticed he first started cutting the portions with skin down, struggling a little bit, but later he cut it with the skin up, making it easier. Don't know if he thought about it and solved the issue the second time, or if he just did it differently without noticing. Pretty smart either way
