That should be the only technique allowed for Skip Jack harvest. Its a selective fishery, and actually does a lot of good in areas where there are large populations of sub-adult Blue Fin, and other endangered, pelagics.
The method takes a long time to master, and can create havoc if one poker is out of sync, or cant un-hook the fish properly on the "backcast" essentially. Those Jack are actually biting the bare hooks, and sometimes they cinch leaves, or yarn in the knot, but usually the scholling Skip's will eat anything in their face.
